Our delivery plan – Green Plan
The current governance structure to manage and drive delivery of our 2020 Green Plan requires a refresh due to changing personnel and updated priorities, in line with the publication of this 2025 Green Plan.
As part of developing this 2025 Green Plan, we have considered what our Green Plan governance should consist of, ensuring there is a link between our proposed Green Champions through to our Board. Subject to a full review, we envisage our governance structure to look similar to:

At the top sits the Board (attended by the SRO).
Below that is the Finance and Performance Committee.
Under that is the Green Planning Group.
The Green Planning Group oversees four specialist groups arranged side by side:
- Waste Compliance Group
- Energy and Utilities Group
- Sustainable Procurement Group
- Green Transport Group
Finally, beneath these sits the Green Champions group.

- Operational Head of Procurement – representing Supply Chain and Procurement
- Energy Manager – representing Utilities and Consumption
- EPRR Manager – representing Adaptation
- Bicycle Users Group Lead – representing Travel and Transport
- Digital Lead – representing Digital Transformation
Following approval and publication of this Green Plan, we will periodically review and refresh membership of the GPG to ensure appropriate governance.
Tracking and reporting progress
To support the successful delivery of this Green Plan, a range of report and collection methods will be used to monitor and track progress.
These reports and data collection methods will consist of a mixture of quantitative and qualitative and be both internal and external.
The frequency and type of reports we will utilise
- Bi-monthly
- Verbal and written updates against Green Plan actions to our refreshed Green Planning Group
- Quarterly
- Greener NHS Data Collection – including fleet emissions
- Written report(s) against Green Plan SMART objectives
- Bi-annually
- Business travel mileage/emissions
- Annually
- Trust Sustainability Report – including report(s) against Green Plan SMART objectives
- Greener NHS Green Plan Support Tool
- NHS Premises Assurance Model
- Estates Return Information Collection – including waste tonnage/emissions, medical gas emissions, and heating/flooding (i.e., adaptation) occurrences
- Annual staff survey for travel and modal shift
